Thanks Dan, and Charles for your input.
Regarding replacing the radiator fan switch with something from a different 
model car.... Fiat or Lancia switches bolt right in, and are set at 180* or 
so, would be an improvement.

New 164 switch from IAP has a stamped temp rating 92/87, 97/92. That would 
correspond with 196F for the low fan control kick in.

Still need a confirmation on whether the 164 termostat same as most generic 
units.
