discussion groups aren't that hard to deploy these days, the
state of the art is much better than it was a few years ago. about
2 weeks ago i got phpbb up and running in a mostly acceptable
form on my motorsports/race track site in about an hour.
unfortunately, it's getting little usage so far, but it wasn't hard to
get it going -- see http://www.na-motorsports.com/Discuss/phpBB2/
to get a look. one minor annoying graphics problem with the blue
background to the menu bar on left -- should be white, but
isn't -- and other than that, it's easy to configure and run.

i don't know what environment your new webmaster is using;
this runs entirely in unix/linux/bsd opensource software and
cost me zero $ in actual cash outlay.
