It sounds to me like you have exhaust leaking into the water jacket
causing an air bubble which is keeping the coolant from contacting the walls
of the water jacket.
Take the radiator cap off. Seal the opening. Put the end of the overflow
tube into a glass jar about half full of water and start the engine. I will
bet that in not time, there will be many, many bubbles coming into your glass
jar.
Where is the leak? Usually a blown head gasket and sometimes a cracked
head.
You might be able to isolate it by pressurizing the cooling system, take
out the spark plugs and watch to see which cylinder(s) get water in them.
