[alfa] 164 fuel pressure check - leaking?

I check my 94 164LS fuel pressure at fuel delivery inlet of damper.  

Right after shutdown engine, the pressure dropped quickly from 38psi to
below 10psi.  

Tried it again the second time and it dropped to almost zero.

Tried it the third time, this time it held at 38spi but gradually increase
to 42psi, probably of hot engine.

Now it holds pressure well.   What is this erratic behavior?  

 

What would be wrong if fuel pressure doesn't hold?   

Pressure regulator or is there a check valve in fuel pump?
