I used to use POR-15 a lot. It works reasonably well, although it
likes a rough surface to adhere to, and you should use a metal prep
before hand. It brushes on very well and a little goes a very long
way. Unless you are painting an Alfetta-like battleship I can't see
how cost would be significant... I think I got it in small cans (a
little six-pack) for about $10 or so. This is the way to go for
small jobs.
However, what I've swtiched to is Zero-Rust (easily availible from
http://www.autobodystore.com/ ) You can get it in handy colors, and
even handier spray cans. What I like about it, is that it doesn't
form the same kind of plasticy skin the POR does... it's a harder
paint and seems a bit more resistant to abuse.
