It's not floats stuck open. That would flood the engine and make it run
way too rich and then die.
I believe your throttle valves (plates) are set too far open or you have
an intake leak somewhere. The throttles not only have to be married
(synchronized), they all have to be almost completely closed. That engine
doesn't require much air at idle and with 4 throttles feeding it, very little
opening of the throttles makes a big difference in RPM's.
Another problem could be the throttle plates are not centered in their
bores allowing air to enter around them even though they seem to be closed.

Fellow Alfa-Heads,
I just put Dellorto's with adaptor plates on my 77 Spider. I set the balance
on the throttles and set the mixture screws to the recommended starting
point.
The engine starts fine. Idles for awhile the rev's start to climb and keep
climbing until I shut it down. Is this a symptom of stuck floats (open)? Or
something else?
