In brief, eff. April 1, 2005, 1975 and earlier model year cars are exempt
from smog checks, and 1976 and newer again need smog checks.  There is no
rolling provision.  There's also a thing about 35-year-old and older
"defined collector cars" under Veh. Code sec. 259 subject to proof of
insurance being required to meet applicable standards, but not being tested,
other than checking the gas cap, and looking for fuel leaks.  So does that
mean new tests for these older cars?  I hadn't heard about this before.  Any
smog engineers, air board folks on the Digest to explain more fully?
 
That's the law for 2005, although it could get changed again next year, or
any other year.
