I just fixed a similar problem with my Fiat Brava. It idled really bad when
cold. For the first minute or so it wouldn't even idle on it's own. After it
warmed up, it improved but still idled slightly rough. I found two vacuum
lines were leaking really bad. One was the vacuum line from the plenum to the
fuel pressure regulator, the other was the vacuum line from the plenum to the
vacuum controlled buttons on the dash.
I trouble shot this by removing the vacuum lines, one by one, from the plenum
with the car idling and plugging the port with my finger. If the idle
improved, then clearly that line was leaking somewhere.

I set the idle (850-900) at the engine's normal operating temperature
But when the engine is cold it runs as low as 600-700 RPM and starts running
rough when a little torque is required (when the car starts moving), otherwise
idles low but smooth.
Note that this lasts a few minutes until the engine warms up then it runs
smooth.
Hopefully by replacing the auxiliary air regulator will cure this problem, I
will advise.
