Yes, they should have an inner spline.
I just had mine off for cleaning under there.

Since the wiper blades tuck under the hood when you shut them off, I
would imagine it would be possible for them to hit the under side of
the hood if you installed blades that were too tall.
Have you installed new wiper blades recently? perhaps the rubber
portion is too tall and thus holding the arm higher. Further from the
windscreen and nearer to the hood.
Provided I am understanding you correctly when you explain the situation.
If it looks like this is the case, try replacing with some Bosche
blades. They have always worked well for me.
