I think it'd be easy enough to confirm whether or not the relevant 
relays are getting power--all the time on the switched circuits, when 
the engine is cranking on the coil circuit.  If jumpering the one 
relay runs the one pump, I guess you've already established that it's 
getting power on the switched circuit.  Oh, also check ground on the 
coil circuit.
