Why not try Archimedes' old idea? Measure the volume, weigh the thing, 
calculate the density, look up whether it's closer to Al or Mg.  To get 
volume, I'd fill the bathtub to 12" or so above wheel height, dunk the 
wheel in, and mark the water depth (with tape, say). Fish out your wheel, 
measure how much water you need to add to the tub to fill up to your mark, 
and that's the volume. Weight the thing, and proceed.  Not the most precise 
of methods, but should be enough to get an idea whether it's mg or al.
