RE:CA Smog



I walked into the DMV (AAA branch in Fullerton) the morning 
of January 2 and registered my 1972 Scout II, with no insurance 
proof, no smog certificate, and no odometer statement.  They did 
get me for back fees from 1989 for a grand total of $282 (I thought 
it was $260 when I bought the Scout).  I was aware there were back 
fees but from 1989?  The DMV has a very long and through 
memory.  The lady that helped me seemed pretty upset that I 
was able to take care of the registration so easily.  She thinks 
that with the new law they will be seeing lots of people like me 
walking in with old paperwork to register their old vehicles.  It 
actually took some work on her part to sort everything out.

	The saga continues.  California exempted pre-1973 vehicles from
the biennial
	smog certification requirement effective January 2, 1998.  Since
my Scout 800B
	had registration expiring January 12, 1998, I tried to get a
"smog-less" renewal
	in November 1997.  Of course, the DMV held my renewal,
responding that I would
	have to  send in a smog certificate.  Once the registration
process has been
	started, there is no way to stop it; they will not return your
application and
	check.  Several phone calls later, I was told that I could
simply notify the DMV
	in writing after January 2 and they would mail out my renewed
registration at
	that time.  (Why they couldn't do this in November, I don't
know...)  

	So, I dutifully sent the DMV a letter on January 2 asking them
to please finish
	processing my renewal, since my vehicle is now exempt from the
smog requirement.
	I called today (January 6) to check on my renewal.  Of course,
they had not
	received my letter, had no record of my prior phone calls, and
started to give
	me a hard time about needing to submit proof of insurance
coverage (which I had
	submitted back in November).  After some complaining and
cajoling, the DMV
	technician agreed to take my word that the insurance proof had
been previously
	submitted and "clear" my renewal for release.  She assured me
that the
	registration documents would be in the mail by tomorrow.  We
shall see what
	arrives in my mailbox...

	A word to the wise.  If you tried to renew your smogless Scout
or other other
	pre-1974 vehicle prior to January 2, 1998, you should call the
DMV and see just
	where your registration is in their labyrinth.  If you wait
until after your
	registration has expired, who knows what sort of late fees,
penalties, and other
	crapola they will hit you with.

	I would suspect a bad neutral start switch.  Try it in some
other gears. 
	If not that, then possibly you have an adjustment situation
where the
	transmission may not be fully into gear and the neutral start
switch
	still sees it as in neutral (or park), but when it started, the
	transmission slipped fully into reverse.  The hesitation would
seem
	normal until pressure in the transmission builds up.

	This  wasn't offered in the Scout and I'd suspect it probably
has a
	larger frame, but don't know for sure.  From other items here
about
	larger alternators, you would need to wire that directly to the
battery
	as the dash wiring and ammeter isn't up to that level of output.

	through his stock of wiper blade assemblies we came up with an
exact 
	replacement.  This actually fits the stock Scout wiper arms.  It
is an 

	    ANCO 20-12  

	It costs about $8.50.  This is a complete blade assembly with
new refill
	installed.  Refils are available from ANCO.

	Subject: 75 Scout II Parting Out/Selling

	I have a chance to buy a '75 Scout II that is being 
	parted out.  The problem is I can't take the entire 
	truck.  Here's the details:
	345- 	only the short block is left
	Auto
	good dash with air conditioning vents
	Travel top with sliding windows
	very little rust on the body, straight, 
	good fenders with a little rust in the lower lips
	rear D-44, front is a spring over and junk except for the
brakes.
	4 stock chrome bumpers
	extra glass
	extra springs
	extra drive shafts

	The truck is in Orange County.  If you are looking 
	for a good top or body tub let's talk.  The guy only 
	wants $200 for what's left.  He will not part it out 
	anymore because he wants to sell the whole thing.  
	Well worth it (for Southern Cal) but I promised my 
	wife I would not buy another truck until after my Blazer 
	sells.  She has he Cherokee and I have three trucks 
	already, and we're running out of room.
