I'd tend to think the other way.

If the filter is bulged then there must have been an overpressure situation.
Also, if you have only just started the engine after the rebuild I'd suggest
that it isn't the fault of the filter.  If the filter was blocked with
sludge after the rebuild, the bypass should have activated and protected the
filter.

 If it's simply a seep at a seam, especially if the engine has done a few
miles since the rebuild then sure, change it out and watch for more
problems.

Either way I'd test the pressure with an external gauge first.
