Brad,
   You might take a look at some of the brake light modulators sold for 
motorcycle use. They don't work quite the same as what you describe, instead 
when you press the pedal the brake lights flash rapidly before coming on 
steadily. I've seen these marketed for automotive use as well -- in the 'new 
stuff' section in European Car a couple years ago (they mentioned the same 
Taxi driver marketing endorsement). There are many places that carry the MC 
version. I did a quick search and found:

I'm not sure if these are legal for automotive use everywhere so that might 
be something to check before buying one.
