[alfa] panel light fault

So my instrument panel lights have been playing up lately.  Car is an Alfasud
Sprint, which most of you won't have, so generic comments on electricity will
be welcome.  Sometimes when I switch the headlights on, the panel lights do
not switch on.  Other times they do.  
 
I've been through the wiring and can't find a fault.  Mostly my trouble
shooting has been on warm days, and the panel lights have worked properly.
It occurred to me last night that it may be a condensation related problem --
it's prevalent when the car is cold at night.  After some driving around with
the heater on, the panel lights come on, and stay on.  
 
Any ideas?
