Terry -
The small vent hose you're talking about is actually vinyl and supposed to 
be very flexible. Time and heat have made it brittle and discolored.  Go up 
to the home center store and get some replacement vinyl tubing. Check to 
make sure it's gasoline resistant, which most of it is. Replace all the line 
in your car. Also make sure that the vapor separator in the trunk is cleaned 
out and the metal tube inside it is not rusted shut. Chances are it is. 
Also, make sure the metal tube on top the intake manifold is not blocked. A 
blocked vent line can cause fuel tank oil canning or collapse, as well as 
preventing the fuel supply pump from being able to feed the engine.
