---If you are talking about the "flat spot" just above idle, some have 
associated it with a weak spring on the accelerator pump. It has been said, 
by two or three on the Digest, that wrapping the spring with electrical tape 
gets rid of the problem.

---Have you considered water in your fuel? Fuel can come fresh out of the 
tank at the station with water in it, not saying your tank is bad or the 
weather has been crap. My Scout acts extremely grumpy when there is the 
slightest bit of water in the fuel... just as you describe. Terrible fuel 
consumption, rough idle, bad response, seems to go away at higher RMPs, but 
then again it only seemed* to go away, and at times, even so much as chug, 
sputter and backfire.
